It is claimed that through this agreement alone—the cost ballooned by £1 billion—with approximately 30% allegedly funneled back into accounts controlled by family members via intricate banking networks across various countries.
In totality, Hajjaj asserts that around £3.9 billion was illicitly extracted from this initiative involving both family members connected directly or indirectly through governmental channels.
